Jonathan, I suspect that your measuring spoon may not be all that accurate. You also suggest you are using ~1 ml per bee. I think the amount of water is extremely important if we are to compare results. How about checking the volume of water in your measuring spoon?
If you find that your spoon is not accurate you may have to alter your formula.
